No, it means you have to get $15 worth of credit from offers. Like the sing-up offers, or the daily surveys.
If you get $100 from referrals, and don't do any offers(pay or free), you will be unable to cash out.

Yes, you must earn at least $15 dollars in completion of offers, in order to cash out. But the thing that sucks, is that you have to be at least 18 for HALF the things . Need new offers that ages 13+ can do...
