I suggest you don't download that thing.... It sound like a total scam (there is no legit legal way to earn millions of dollar except for the lottery)

Other than that, I don't see any reason why any browser would not be able to download any program

Any browser should download a legitimate site. BIG red flag if you are not able to get it to download... I suspect that your antivirus program or firewall is not letting it through, which should be investigated before you continue.
