Does anyone know why we have to wait so long to get our bonus.  Why can't we be approved every month instead of 45-65 days?

Nope  I believe its part of FC rule

I believe they have to manually check whether or not you've made the 30+ posts or not. And if that is the case, there are tons of people submitting requests for the bonus so it takes some time. Of the few bonuses I've received, I've gotten them about a month after requesting, but the October request was approved more than a week early.

They're generally paid out around the last day of the following month so it is actually done every month

I usually have my 30 posts done the first week of the month so my wait is usually around 50 days. I don't mind because I use the forum bonus to start off my next month's earnings
