It doesn't matter for me, but I like to think about the available options if I have the time to do so.

Whenever  a decision needs to be made it needs to be made regardless of the time of day.  Some decisions need to be made right away and you can't spend time thinking about it or waiting around.

No matter the time of day when decisions have to be made I try to relax and have a clear mind before I act on any decision, it makes for a less stressful life.

I don't know if there's a right time to make decisions??? I like to ponder all the pros and cons before I make up my mind (and this could take forever, as I'm usually an undecided Libran), but if a decision has to be made on the spot, I choose the least complicated way and hope that it was the right decision.

I don't think it matters on the time. I take every aspect of the decision and think about it before making a final decision. I look at the pros and the cons before making the final decisions. I try not to make final decisions in a hurry, and give myself time to think about it...if possible.

I have never thought about a certain part of the day being best for me to make decisions.  I guess this might be different for different people but for me I just don't think it matters.

 I like to make plans or decisions in the evening when I  can relax and think things over a little.  I like to get up in the morning with a plan for the day, unless it is a day when my energy level is too low to do much!
