Team Fortress 2 lagging problem. Can you help?

My son tries to play TF2 on Steam but the game is constantly lagging.  His friends don't seem to have the same problem.  I went into settings and put the ones on low that several people suggested on Youtube, but still lagging.  Off topic, but I thought I might just post this and see if anyone has any suggestions.  Thx!

You might try to get a faster DSL or see if you can get more bandwidth.

Thanks, but there doesn't seem to be any problem with our download/upload speed and we are not experiencing any problems with any other games or watching movies so I don't think that is the problem.  I think it must be a setting or perhaps a graphic card Maybe I will have him download it on my computer and see what happens.
