Fining a team?

For not playing their starters (Spurs) against another prominent team (Heat) during prime time tv?

I could care less about sports. I really don't care if they do or don't.

I don't think any fine should be given in this type of situation.  If the commisioner has reason to believe they threw the game then they should be kicked out of the league, not fined.  Of course with salaries being what they are now a days I highly doubt they threw the game.
