do they ever put up new offers for nccr (no credit card required)?

it seems like you can do the offers more than once, but not too sure yet..looks like they also put some new ones up today

i heard u couldnt do an offer more then once cuz they would consider it as fraud

That is correct in the Terms Of Service it states you are not to complete an offer more than once. It is considered fraud.
