I'd say it depends entirely on how responsible the people going behave.  I used to live in Vegas.  It's a small town with family values that has a glittery strip of entertainment down the middle.  Two girls acting responsibly can have a great time and be perfectly safe, but even a large group won't be safe if you get wild and crazy.  That goes for anywhere, not just Vegas.   ::)
