If I cash out can I choose how much I want to cashout or is it my whole earnings.

It's everything you've earned. Even if it's an odd number, like $28.50, that's the amount that's cashed out.

I know - I wondered that, too. Until I did my first cashout when I reached 26.91. That was exactly the amount of the cashout, the exact amount i got in paypal. So now I know if I "only" want to cash out, say, 30 dollars - to cashout when I reach that amount.

No you can only cash out once a month that is the way the progrm is sit up.
