I got 2 situations:
a) So if I cash out July 31st, then I will get my pay on AUgust 20th. Is this correct?
b) So if I cash out August 1st, Will I get my pay on august 20th or September 20th.?

If you cashout july 31st then you will get your payment august 20, but if you cashout august 1st then you will receive ur payment september 20th.

Yup. And we are all pateintly waiting for our cashouts for July  on the 20th

and do my pending offers carry over or do i have to do them all again?

It does not matter what day in July that you cashout.  You will be paid Aug 20th.  It's always on the 20th of the following month.  (So you may as well wait until the end of the month)
Any money you have pending will carryover until the next cashout...up to 180 days.
