Do the special offers count toward the 15$ cashout from offer bill thing, like do the special offers also count toward the amount of money you need from offers? And does the site get new offers every day???

Yes, the offers under 'More Special Offers' count towards your minimum of $15.00 in offers to cashout.  As far as new offers, your best bet is to check often.  For the offers directly from FusionCash, when you are on the offers page you can click on the 'New' link, and it will show you the offers from most recently added first.  For the 'More Special Offers', offers and tasks in there seem to change or get added much more often.
