No it doesn't count, it's a handout. You need to EARN $15 to cash out because this is a business and not a charity. If no one did the offers, what would be the point?

I understand doing the offers but since they are so " Generous " by wasting my time and not giving me what I spend Ten minutes on each offer for, that's just Not fair.
