Stick with it even when you get frustrated.  All dogs are different, some take longer than others.

i crate trained my dog till she didnt have any problems, up till about 4 months old. also reward your dog when it goes outside with a treat and praise. If they are motivated by food they will figure it out.

My Chihuahua is a year old and does fine on a pad when it's raining (she hates the rain) but goes weeks without using it if I can find a break in the rain every few hours. I bought a plastic frame to snap the pads into and have not had any problems with leaking. Most of the time she is stuffed inside my shirt or robe while I am on the computer and she better not go there!

LOL my CHIHUAHUA loves her pads that I have set up in her playpen. She knows when she has to go to jump off the bed and in her playpen. I try not to take her out as much because she doesn't like to go outside she is a house dog most chihuahua's are. When I ake her out she likes to take off on me and with a bad knee its really hard to catch her she is FAST.

I am new to this forum, but I have been breeding dogs for 15 years. Personally, I have found that newspaper doesn't work. It just shows them they can go in the house. However, smaller dogs tend to have these potty training issues since their bladders are smaller and it is harder to catch them doing their business so they tend to think it's okay since they don't really get "punished" from the get go. I would try crate training. As soon as you let them out of the crate, take them outside. I beleive it's like 1 hour in the crate=15min outside of crate. Consistency is key....and watch for sniffing, etc...there is also a spray that works pretty well to get rid of pet urine oders. It seems they will go in pretty much the same spot everytime. If that doesn't work though try litter training them. Smaller breeds seem to catch on faster to that. Keep us posted
