The one thing you are doing wrong is doing offers over.  That is not allowed.  Sponsors are looking for new leads so when you fill an offer out twice you are cancelling yourself out.  The Sponsor might think you are trying to cheat them, and you don't get credit. 

You can only do offers once, whether they credit or not.

The amount of time doesn't matter, as your IP address is already registered with a Sponsor the FIRST time you sign up.
