I have a question why do people as say I'm do that or I would have done that when they already know they're not going to do anything?

Because they are only saying it to make another person happy. Or they are trying to make theirself sound like a bigger person than they really are.

Humans are by nature lazy, self-centered/self-absorbed, and destructive towards others. They only care about themselves and will say anything to make themselves look/feel better even if it means lying.  :-
