When is the best time to cashout?

By the way this will be my first cashout.

it doesn't matter WHEN you cash out -- but you must do it before Dec 31 for a Jan payment.
If you have $15 in offers, I would cash out now and then you can start building that for the next time.

aahhhhh the JOYS OF CASHING OUT....   It's like putting away some pants you just washed and finding a moist crumpled up $20 bill in the pocket... shhhwwwinggggggg.

just make sure you cash out before 180 days otherwise you lose everything
