School Transportation

So I have a 4 year old granddaughter who stays with me most of the time .Her mom lives in and works in a different school zone  and she is a single mom of three.so i have her when her mom works,I do not drive .She lived with me the first three years of her life and went to this same school for three year old program and headstart there was never a issue .Now they are giving me the run around .Who do i go to :Transportation sends me to school ,school sends me to bus driver and bus driver sends us back to transportation.She is only 4 but she weighs 55lbs and is 3`6 and the police in my neighborhood say if she can sit in sit with her knees comfortably on the edge of seat she doesnt need a booster seat.

The police said she can sit on the edge of the seat at 4 years old and not be restrained at it is not a problem?

No not exactly she has to be restrained in seat belt but with her weight and height she doesn`t need a car seat,But they suggest still using one however as long as the bus has tall seats and seat belt she should be good

Oh lol. Okay.  I was gonna ask if the cop was drunk when he told you that.  Where I live they changed the law and they have to be in a booster until they are a lot older than that.

Well they prefer 7 ,but we are in a small county and everything is within 10 minutes ride so they don`t really push it and she is kind of tall for most seats but as long as it over the shoulder straps  and like i said her back of knees rest comfortably on the edge of seat ,
they said she should be safe.
