Promoting is a very tricky business.  In my experience, one of the best ways to help someone believe in you is to be genuine in sharing how it ( whatever 'it' is ) has benefited you.  Make yourself available to answer any and all questions they may have.  If you don't know the answer right off, be honest with them.  Let them know you will find out, then get back with them.  Try building relationships with those you are reaching out to.  Once people begin to understand how much you care the likely hood that they listen to you should greatly increase.

One of the slogan catch phrases that I remember in marketing or sales is ; 'some will, some won't, so what, next.'

Remember, there is power in numbers.  When promoting something, you need bunches of numbers.

My very best referral has been the one I talked to face to face.  It's just easier to explain how it works in person than with a "letter."  At least, it is for me.  When I do send an email, I try to show my passion for the site and give a list of what all is available.  I usually tell how long the site has been around to show its longevity.  Good Luck!

You can boil all this down into one piece of advice, start a blog. I have had people read my stuff for four or five years before they decided it must be true, then contact me because they lost my original link and didn't want to join without me.

Some Will.
Some Won't.
Move On.......

Don't try to convince people. If they don't see it, they won't work it.
Just remember what appealed to you and find people like yourself.

Yes, I suppose that's it in a nutshell; own a blog, create content, add a healthy dose of personality and get it ranked.
