Rosetta Stone (which is a very expensive language-learning program) has a free App that you can download in a language of your choice.  I played with this for a while, downloading the Russian version.  It was fun and very productive.  I only wish I could afford the program, I would buy this.

The best time to learn a second language is in Elementary School. Any language English, French, Spanish, German and any other language is best learned while you are young.

I am lucky, I grew up in an Spanish speaking country, moved to the US about 30 years ago and learn to speak English, now I am bilingual, I have made a point of making sure my girls speak both languages.  They understand Spanish perfectly and speak it when they have too.  I also made sure that they took Spanish in HS.

Now my oldest works for a doctor's office where she uses her language skills when need it.  My youngest is a Senior in HS this year, and wants to go to College and study to become a teacher, she also has decided that she will take a second major in Spanish, and have her practice for both degrees back "Home", her uncle owns an school and she can have her teaching practice down there and since is an Spanish speaking country she will have her practice too.

I will be learning Spanish. There are plenty of websites online that will teach you Spanish. Some even offer free lessons (and they're quite good!).

Spanish is considered a really easy language to learn, but as you get older, it becomes harder to learn another language. Why? As of what I heard, you're brain stems are already fully developed.
