Sometimes it does not. It depends on your connection. If it drops off it will not load

After you've used Radio Loyalty for awhile it does seem to get to that point.
Solution: Do not refresh the page and lose your penny, just before the speaker icon there's an arrow, that's the refresh button for the capcha. Use that button instead and you should be able to get your money, then as one member said go to bed, get some rest.
