I grew up in a pentacostal church where women almost never wore pants. The first time I saw a woman in pants, I thought it was a downgrade. Even as an adult I think women do just look more dignified in a modest dress.

You've been conditioned to think that women are suppose to wear dresses so of course you would think it looks wrong when they wear pants. If you grow up seeing just about anything you're going to find that the opposite looks wrong and strange

Either is ok.  Attitude and great smile goes further than the clothes she wears.

Do you all think that a women looks more dignified with a dress on more so than pants?

Absolutely not. What decade do you think we're living in?

A woman looks more dignified when she's dignified. The clothes don't really matter.

I don't think it really matters. Hillary Clinton was almost always seen in a pant-suit and still looked dignified. If anything I think that dresses can look a little too flirty and / or carefree whereas a pant-suit or a skirt and blouse appear more professional.

It really depends on the outfit as a whole.  Some dresses are aweful...some are classy.  Some pants outfits are so sharp!
