Why do some people not clean up after their dogs in the park?

It is something that happens none too often.  I take it that they do not care as long as they are not pooping in their house, but what if people step in it?  Nobody wants to walk around with poop on their shoes, nor do they want to have to clean it off.  They should do the same as the other people; buy a pooper scooper and bag it.

they simply ignore it because they know no one knows it's from their dog, so people won't nag after the dog owner..

yeah that pisses me off too. sometimes when im walking, im not looking at da ground but i been lucky to never step into it tho. i will go crazy if that ever happens to me tho.
