It sounds like they might be in a bad situation and unable to pay the bills. This could be their own doing ( drug addict, gambling problem, etc.. ) or poor circumstances (being laid off from work, not getting child support payments, being injured and unable to work, etc.. ) It is up to you if you want to try to help or just let them keep doing the same thing over again.

Or they are doing a cross country tour in an RV!! Do that myself once every couple of years!

not knowing the person i cannot judge.  there may be a lot of different reasons for this but until you have lived in there situations you will never truely know there motivation to move around every three months.

You need to tell us more of the story, why does this person move every three months... there could be a perfectly good reason... seasonal workers comes to mind...
