Fusion Cash has their reasons, probably because without it people would just make money from referrals, then people would do less offers which would make Fusion Cash lose money. I'm sure there are other reasons too, but this is just the way they have their system worked out.

Otherwise the site wouldn't actually make any money. If people are only cashing out from bonuses then that's essentially free money you didn't do any work towards

 ??? Hmmmnn very interesting question.  Don't think I ever really gave it any thought.   I guess because I participate in quite a few earning sites and they all have some kind of rules about cashing out so I guess its just an amount they came up with so members would have to be really active in the site.  Sorry who knows   :dontknow:

I would have to say that it is because of the fact that fusion cash doesn't make any money at all out of the bonuses that they offer to us. With that said, I do find that it is very easy for me to get at least $15 in offers every month (or every other month at the worst).

Think about it... if people were able to cashout for only getting bonus money such as referral signups and forum participation, Fusion Cash would be paying everyone this money out, without having received any money for themselves. Basically paying for you just to be a member and nothing more. They would be losing money. The $15 offer rule is in place to assure that the site makes money in order to pay you your check.

$25 is the cashout but $15 has to be from completed offers.

I think it is ridiculous that money earned expires in 180 days.  I belong to many sites and money earned never expires.  It is also very difficult to complete the number of offers that are necessary to redeem amounts earned >:(
