Well, maybe its for FC to decide if it can be removed or not? I guess I have never really noticed it.

I always try to think about what I post BEFORE I post it, that way I don't need a remove tab!

I actually never took notice of a remove tab on the comment. As I am writing this I don't see it, nor do I see it on any comment. But it does not matter to me. I always check and recheck what I write before I post it anyway.

the remove button is shows in your comment after you post it. But i never tried to used it so i did not know it didn't work.
