The Paid To Post takes awhile .  The promotion details say:

 - Bonuses will be credited at the end of following month; please allow UP TO 65 days for crediting.

You can look at your own account and see how many days until yours will be request will be credited by going to the Forum Bonus Request Form  ( http://www.fusioncash.net/forumbonus.php ).  In the area marked HISTORY you will see all the months you have received your $3.00 Bonus and the status of your current request and days left til your request is credited.

Because I am going on vacation next week, I submitted my request for the June bonus today. It says to allow up to 60 plus days. I will probably get it the very last day of July or the first of August. It has never taken 60 days. If for some reason you are denied the bonus, you will get a private message.

When did you request your bonus?

60 days, then every 30 if you post 30 posts in a calendar month

Bonuses usually take around 60 days to pop up for me. It takes awhile, but it's oh so nice when that credit comes. If you're feeling antsy about when you'll receive your bonus, you can check under the paid to post section, and click on the information showing your posts. There is a section there that shows when your bonus credit should happen.
