No, it is not a scam. In order to actually get a copy of your credit report you need to give your SSN, plus you will have to verify items ON your credit report (usually will ask about loan information - lien holder and payments amount) - this is all to verify your identity.

My sister did this and it says that you are allowed ONE free credit report per year. After that it charges you. My brother did it twice and ended up putting in his bank card number to pay the $1 to get his second report (he checked it, then paid some credit cards off and checked it again), and ended up getting a ton of crazy charges on his bankcard that, after talking with the bank manager, found that all of them stemmed from FreeCreditReport.com. So my advice is to ONLY do it if it's FREE!!! ONLY do it the ONE time!!! Because they sell your cc number to others.
