I think you can sign up for Paypal's credit card to verify it w/o using your own CC or bank acct.

I agree , if you don't use an existing ccrd, and don't want to give your bank accnt info., then you would need to go through their credit card application process.

When I signed up for Paypal I didn't attach it to my bank account right away and I still haven't gotten their debit card.  I don't remember exactly but it seems to me they send you an e-mail with a link to click to get verified.  It was quite easy.
