I know what it's like to have a few dollars left in order to cash out but I know what it's like to spend so much time trying to complete surveys so that I myself can cash out, I wouldn't even think of asking someone else on here to "loan" me the money.

No there isn't any loan system available.  But you can try for surveys and for any offers that you like.  There is lots to do in more special offers  the different tasks. Video's if available.   Just get to work and it will happen.  You can do it.

I know it's tough when it's those last few $...try some surveys and see what new offers there might be otherwise don't get too discouraged, you'll probably make those few bucks in a day or 2 and be able to cashout
