Yes it's true that you can't do that, it's against the terms and it doesn't work anyway. They would sign up to get your incentive and you will never see them again. It's bad enough the way it is.

Where is this prohibited in the TOS? 

I agree that there may not be much value to offer an incentive to get a referral since there is only a limited value that you can get from one referral  (ie the $1.00 bonus for signup and activation; $2.00 for their first completed offer and $5 each time they cash out), but I read through the TOS and didn't see anything that precluded you from doing it.

Most GSU's have modest incentives (<$.50) and if tied to a performance requirement could be effective.

The best way to keep your referrals active or to get people to join is to build a relationship with them. If they are looking to make a little extra money and they see you cashing out often then they will be more likely to join and be active.

I stand corrected, unless you consider this disqualification rule: He/she is determined by FusionCash, in its sole discretion, to be detrimental to the stability of this site or this site's relationship with its advertisers.

As an advertiser, I sure wouldn't like to be told people are joining Fusioncash just because they were paid to join by another program.

It's my opinion that paying people who do not have the programs interest at heart is in violation of this rule. I also thought I read a comment from admin against this practice, but I couldn't find it.

It still comes down to, why would anyone grab at the chance to make 50 cents or less, when a $5 bonus was not enough to get them to join Fusioncash in the first place? That is unless they didn't have any intention to hang around long enough to cashout.

I tend to agree with oldbuddy.  If they don't care about the $5 sign up bonus, and you pay them to just click on fusion cash, you are pulling the plants up before they have a chance to bear fruit for you.  I told one of my family members, yes I make a buck if you join, and maybe a couple bucks once you complete a free and easy offer, but I reminded them they would get the same for inviting any of their friends to check out fusion cash.  It's a win/win situation for all concerned.  Don't be afraid to speak the truth about the good things in signing up for fusion cash.

It's not explicitly against the rules.  However, it OFTEN leads to referrals signing up with invalid/fake information.  Such referrals are "Denied" out of your cashout before it gets approved.  If a vast majority of your referrals are fake, you'll likely lose your referring capability.  So it's something you can do, if you are very careful and ensure that only really interested people sign up.  But that's a thin line to walk.  Better to avoid the headaches and do it without an incentive.  It's worth mentioning that most (if not all) of our top referrers got there without paying people to sign up. 

The $5 signup bonus from FC is motivation enough if someone is legitimately interested in earning cash online.

Finally, it's also a big risk to pay people to sign up as your referral, since you run the risk of having paid people to sign up already, and then later having the bonuses you expected get denied, leaving you in the negative.
