Is it possible for people just to give other people money through Pay-Pal? Ex. Someone has $2.00 left over and they do not know what to do with that... Can they send that money to someone else?

Yes you can send money from paypal to anyone you want and vice versa.  But you can leave the money there it want expire or anything.  Its like a bank for you.  If you purchase something it will use that $2 first then charge the rest to the credit card or debit card or checking account that you are using in paypal.  I would just keep it and let it be used when need or build it up.  Hopoe it helps ya, have great day.
