Just wondering if you are allowed to refer family members (same house but different pc and email) i dont want my account to get locked if the site detects multiple accounts from the same IP

Nope - 1 account per household (IP address).  You will get shut down if you even try to sign into your account on someone else's computer that is not in your home.

WHAT TYPES OF WEBSITES CAN POST MY BANNER ON?  I HAVE REFERED SOMEBODY BUT WHEN THEY CLICKED ON MY LINK IT SAID DISABLED WHAT DOES THEAT MEAN?

You can sign up on my site and make it as your sig line. Just look at my sig line and go to that site.

Umm it isn't "Instant" Well it is once you get approved by the company you did the offer for.
