There is no $15 cashout.  You have to have $25 to cashout and $15 of it has to be in offers.  The rest can be bonus'.

you need 15 dollars worth of offers (daily email,daily click,daily surveys,videos etc.)
Then if you don't have more of that you need another 10. Either bonus's(video game high score bonus,refferals,posts,etc.) or more offers.

I'm new to this survey thing too, but I think that means $15 of your minimum $25 payout has to come from the offers listed at the bottom of the sign-in page. In other words, you have to use some of the sponsors' products to keep the money circulating. Somebody tell me if I got this right.

If you go into your account balance (the tab is on the top of the Fusion Cash Offer Website), the balance will show you what you have already earned.  For example, right now my account balance says: 

Current balance is: $19.09
($13.09 in offers,
   $6.00 in bonuses)

That means, I still need at least $2 in offers and a total of $6 made up of offers and bonuses in order to cash out.  I could have a total of $25 in offers to cash out, but the minimum is $15 and I can make up the other $10 in bonuses instead of offers.  I hope I helped in explaining the process a little. 

It's very cool and easy to make money here.  I won't get rich, but hey, $25 bonus will cover 6-7 gallons of milk, & I've got 5 kids, so we got through a lot of milk, LOL.

Surveys are offers.  The bonuses come from referrals, the Tuesday and Saturday Mini Promotions, the $1 post the copy of your cashout payment and the $3 forum bonus.  Hope I didn't forget any.  Hope this helps.
