It's fake. Lens reflections always do weird things like this (the fire is doing it). I'd know, since I've seen crap like this before first hand with cameras I've used. I've seen ghost orbs at night. I've gotten the transporter effect from star trek while getting the reflection of the sun reflecting off of water. Certain cameras will do some cool stuff with certain types of light.
Notice how the camera moves. When the camera pans more to the right and goes slightly faster, the horseman speeds up. When the camera rises, so does the green horseman. With the shallow convex shape of most camera lenses, it would probably even happen if the camera was barely even moving considering the distance of the flames. If people took more photos or shot videos from different angles of it and it all matched up, they might have something. But that's never the case. 110% fake.
Besides, it looks like the horseman is riding facing backwards on the back of the horse rather than where the saddle should be. That's one mentally challenged horseman!

Revelation 6:8 says, " And I (John) looked, and behold a pale horse: and his name that sat on him was Death, and Hell followed with him. And power was given unto them over the fourth part of the earth, to kill with sword, and with hunger, and with death, and with the beasts of the earth." Revelation 6 is where the Lamb opens the first six seals. The seventh seal is opened in the eighth chapter.
The Expositor's Bible Commentary says this about the color of the fourth horse: "'Pale' (chloros) denotes a yellowish green, the light green of a plant, or the paleness of a sick person in contrast to a healthy appearance."
