i have over 15 dollars in offer completions and my balance is over 25 dollars, why cant i cash out?

If you meen why is it still pending well that is because when you cash out you do not get your money till the following month at or around the 20th.  So if you cash out this month on the 29th you will get paid on or around the 20th of march.  I hope this helps you understand better.

Quick question for Kohler.  At the end of the month when requesting a cah out how late can you do it.  Also is it eastern time, central time, mountin time, western time, or some other time zone?

Gee Jazz I thought you always read the TOS.  Here is a quote straight from FC's TOS: 

Time zone. All dates and times given are U.S. Pacific Time.

and the time, by the way, is 11:59 PM  PST (Pacific Standard Time)

48 hours from Approval....Approval doesn't happen until sometime between the 15th and the 20th.  Sometimes we get paid early, but that is at FC's discretion - the rule is on or before the 20th of the following month.
