The difference between an offer being credited but not approved??

I have about 20 offers that are listed as being credited where you check all offers, but when you check completed offers they are not credited.  Is this normal?? I have been here about a week and the others have credited and approved, so I am confused.  STAFF OR MEMBERS I NEED HELP LOL
