free credit report offers

are we allowed to do all of the credit reports?  i signed up for my second credit report and at the website for the second credit report it said u can only get one credit report a year if its from experian,transunion and equifax.  does anyone know?? i understood it as if the credit report is from one of the above mentioned credit report bureau then u cant order a report from the other two i mentioned???  is that right??
