  So I'm curious about why in the crap my dog still tends to use the bathroom on my floor and not on the pads? I've tried everything a billion times or more to train him, I'm starting to think he has a brain problem or just doesn't care but either way I need help.

I assume you are talking about wee wee pads.  Sometimes dogs need help, they don’t understand what that pad is.  Petco, Chewy, and other pet stores sells a spray that you spray on the pad.  It smells (to a dog) like doggy pee and then they get the idea,  good luck.
