Opinion Central is Back!

I may have spoken too soon on Opinion Central.  The open surveys are harder to catch and I'm getting the "our quota is full" message fairly often.  You can't do much about it when you're subject to the 24-hour timer, but once that passes you may not find Opinion Central listed at all.  Is this a case of fewer surveys available nowadays?
