Yes, that is a problem with most of those surveys.  They're not usually what the title tells you they are, but if you try, you still get the penny.

They will often to try to find you another survey if they think you're not going to qualify for the original survey

Yeah, that is what makes them frustrating sometimes but I understand that if I don't qualify for one (instead of just letting you know and asking if you'd like to continue answering questions while it looks for another one) they tend to just keep asking random question to find you another survey. I really wouldn't mind if they'd all just say you didn't qualify would you like to keep looking for one. There are a few surveys that do though and I love those!
