Generally, the best time to request your payment is towards the end of a calendar month.  Whether you ask for it the first of a month or on the last day of the month, you would receive the payment on the 20th of the following month  (assuming it's approved). 

Unless you have a reason to request it early (like some of your credits might expire -- or you want to get a head start on next month's cash out), it's to your advantage to wait until the end of the month.

I don't try to cash out every month.  I try to coordinate my cash outs to coincide with my opportunities to request a POP bonus.  Since they take 45 days to credit, I haven't figured out an easy timetable for cash outs with that in mind.
