$15 IN OFFERS

SO I CANT CASH OUT. I DONT UNDERSTAND.

To cash out each month you have to have a balance of at least 25.00 and 15$ of that must be from offers you completed not just bonuses or referrals.  It should be fairly easy to achieve the 15$ each month just doing daily offers. Last month I did that and then some in only 2 weeks, by doing the dailys every day and then doing whatever free offers were available.
