I get that once in a while, but most of the time it works just fine.  I"m on a Mac with Safari.  I don't worry about it when it happens because I rarely qualify.

Do you have a pop-up blocker? And which browser do you use? I use Google Chrome and I don't have a problem with opening the surveys.

I suggest using another browser and seeing if that helps. I have a mac but I have found that when I use safari, I do not always get credit. When I attempt FC surveys, I use chrome or firefox. You can also try logging out of Fusion Cash and then logging back it. If the problem continues, try re-booting your computer. Maybe, it is just a bad day for the surveys.

If you are getting a blank page after clicking on a link, leave the page open longer. I am finding that it sometimes takes a long time to load a survey and I am staring at a blank screen for a very long time before it loads.

I sure agree with bostonphil, try to use firefox or chrome, and be patient with the load survey with a blank page, one time I almost have to wait over a min.
