You're not being "blocked," you just don't fit the demographics they're looking for.  It happens to all of us.  If you're really interested in doing the surveys, the only thing you can do is keep trying.  A lot of the times, if there's a few surveys in their queue, you can try to qualify for the next survey that comes up.  Eventually, you'll qualify for something.
