No you cannot. You must have at least $15 in offers (a minimum of $25 total) in order to cashout. Some examples are the free no cc offers, or you could try to attempt some surveys to help you reach your $15. Don't forget the daily e-mail and ptc offers as well.

All of the items in the Daily section (surveys, daily click, daily email, videos, etc) are offers for the purpose of the $15 in offers requirement.

I cash out every 3-4 months just doing the "dailys" and an occasional survey to meet the $15 in offers requirement.  (Usually can get $16-18)  Get the balance with the posting bonus and the mini contests.  But I am on every day doing the dailies.

I am pretty new also, haven't gotten my first cashout yet. You can get the $15 just doing a little every day. Just follow the list swogden and quietpal gave you. Have some fun and good luck!
