Actually Bush accumulated 3.28 trillion of deficit spending in his 8 years, averaging 410 billion per year.  In his first two years, Obama ran up 2.82 trillion of deficit spending, averaging 1.41 trillion per year and not counting Obamacare at all into that.  Source for this is http://www.gpoaccess.gov/usbudget/fy11/pdf/hist.pdf. 

In addition to the residing president during such times, one must also look at the congress, as they control the purse strings.  I think the one conclusion that everyone can agree on is that regardless of who is in charge the government wastes money and exposes us to financial risks proportionally to its scope and size.  One could reasonably conclude that is a good enough justification for reducing this monstrosity that endeavors to control every aspect of our lives.
