Confused in PA

I am looking for a job and an apartment in PA. Now in order to get an apartment you need income - I understand that. I tried to apply for state jobs in PA but you need a residence and drivers license. I can't get an apartment with a job and I cannot get a job without a place of residence. Huh???

That is a catch 22 isn't it!  Guess you'll have to share an apartment for a while and get a p.o.box.  BUt, the $$$ thing seems to be a problem unless you have back cash.  Maybe you'll have to save up before you move or apply and get a job before you move and then try for teh state job....have you tried Fed jobs?

Do you have any relatives that live near where your trying to get a job?  Maybe they will let you use there address for a little while till you get things straightend out.

go on craigslist, look for someone who is looking for a roommate. Live under their lease or whatever. Explain the latter to your future employer and then use your resident's address.
