Found an interesting link on the topic in some old Yahoo answers, where the researched answer came across references that the saying referred more to wearing white pumps or dress shoes between Memorial Day and Labor Day.  It notes some other interesting references regarding fashion and possible status distinctions from the early 1900's America:

I dont think there are any fashion rules these days.

Seems like most anything goes!
