What's an open proxy? I'm using IE

Hello all,
  I signed up a few minutes ago and when I registered it popped up with a warning that said my IP is registering as an open proxy so offers may not credit.
  Can someone explain that to me?  I've read on other GPT sites that AOL will do that, but IE and Firefox were supposed to be safe.  My cookies are set to minimum and I have no firewall or popup disabler activated...

It is a proxy to reroute your IP. It does not mean you are using one, sometimes our software gives a false positive.
