I tried to cash out it says eligible for cash out but at the bottom it says...

  This wasn't the case last month when my earnings came from the surveys.  Is this something new?

no this is not new. what this means is... you don't have the min of $15.00 that you earned yourself from doing offers and surveys. most of your money has come from referrals. you need to earn a min $15.00 from youe doing offers/surveys per month to cashout. always been a rule. since i started anyway and that's been a year and a half now.

I did pick up a few more referrals the last two weeks so maybe that's it.

The thing is, it's not that hard. I had $50 in referrals saved up (they don't expire) so I did two offers I would have done anyway and got the $15 I needed in one night. Now at the end of this month I'll cash out for the fourth time. If the site is down, I'll just add to that for another month with more referrals.
